马耳他共和国（马耳他语：Repubblika ta’ Malta，英语：Republic of Malta），通称“马耳他”，是位于地中海中部的岛国，北距意大利西西里岛93公里，南距北非海岸288公里，西距直布罗陀1826公里，东距亚历山大港1510公里，踞南欧、北非和中东三地海上要冲。全国由马耳他岛、戈佐（Gozo）、科米诺（Comino）、科米诺托和菲尔夫拉岛五个小岛组成，海岸线长：180公里。国土面积316平方公里。其中马耳他岛最大，面积为245.75平方公里；戈佐岛次之，面积67.08平方公里。首都是瓦莱塔（Valletta）。
The Malta Residence and Visa Programme Regulations, 2015 was launched by Parliamentary Secretary for Competitiveness and Economic Growth Dr Jose’ Herrera in 2015. It provides international investors with residency rights. These rights will apply only for non-EU / EEA / Swiss Nationals. 2015年，竞争力和经济增长议会秘书Jose’ Herrera 博士发起2015年马耳他居住和签证计划规定。为国际投资者提供了居留权。这些权利仅适用于非欧盟/欧洲经济区/瑞士公民。
The new programme falls under the Immigration Act and is available to both the applicant and also their dependants subject to the below qualifications. 新项目属于移民法案，适用于符合以下资格的申请人和附属申请人。
The qualifications and general requirements for the issuing of a certificate under these regulations are that such person: 申请资格和基本要求：
(a) is at least eighteen years of age; 18周岁以上；
(b) meets the application requirements; 满足申请要求；
(c) has a clean criminal record (as do his dependants), has passed the due diligence test and is a fit and proper person; 无犯罪记录（附属申请人也需要满足）；
(d) commits himself to provide proof of title to a qualifying property which may be either of the following: 满足以下任一符合资格的的房产：
A qualifying owned property purchased at a consideration of not less than two hundred and seventy thousand euro (€270,000) for a property situated in Gozo or in the south of Malta, or three hundred and twenty thousand euro (€320,000) for a property situated elsewhere in Malta 在马耳他戈佐岛或南部地区，购买不少于27万欧元的房产，或在马耳他其他地区，购买不少于32万欧元的房产
A qualifying rented property, taken on lease for a rent of not less than ten thousand euro (€10,000) per annum for a property situated in Gozo or in the south of Malta, or not less than twelve thousand euro (€12,000) per annum for a property situated elsewhere in Malta. 在马耳他戈佐岛或南部地区，租赁年租金不少于1万欧元的房产，或在马耳他其他地区，租赁年租金不少于1.2万欧元的房产
(e) commits himself to a qualifying investment of an initial value of two hundred and fifty thousand euro (€250,000) which must be held for a minimum of period of 5 years from the date of certificate. 持有合格投资25万欧元至少五年。
(f) commits himself to pay in full a contribution of thirty thousand euro (€30,000) in accordance with these regulations. 行政管理费3万欧元。
(g) has not had his application deemed to be against the public interest. 申请不违反公众利益。
There will be a non-refundable administrative fee of five thousand five hundred euro (€5,500) on application, which will be deducted from the contribution. The applicant will need to provide an affidavit declaring that from the date of the application onwards he has either an annual income of not less than hundred thousand euro (€100,000) arising outside Malta or has capital of not less than five hundred thousand euro (€500,000). 递交申请时支付的5500欧元行政管理费是不返还的。申请人需提供年收入超过10万欧元或资产超过50万欧元的证明。
The applicant has to be a third country national, not a Maltese, EEA or Swiss national.申请人必须是第三国公民，不是马耳他公民，欧洲经济区国家的公民或瑞士公民。
The beneficiary must hold both the qualifying property and the qualifying investment for a minimum five (5) year period following the appointed date. 指定日期后，受益人必须持有符合资格的房产和投资至少五年。
The thirty thousand euro (€30,000) contribution fee now covers the Main Applicant, spouse, and the children of the Main Applicant and/or the Spouse at application stage.
Introduction of an additional five thousand euro (€5,000) contribution, nonrefundable per parent or grandparent of the main applicant or of the spouse at application stage.
Removal of the 27 years of age capping for the children of the main applicant and/or the spouse ( this means that children over the age of 27 at the time of application can be included, and that children do not lose the residency rights on their 27th birthday).
Removal of the requirement for the Main Applicant and his/her dependants to spend outside of Malta a period that exceeds either six consecutive months or an aggregate period of ten months at any four year period from the appointed day.
Main Applicant and his/her dependants will become eligible to apply for Long Term Residence subject to the respective requirements being satisfied.
Approved children of the Main Applicant and/or the Spouse will retain residency rights as long they are not economically active and/or married at application stage.
The option for the Main Applicant, to apply against a non-refundable supplementary administration fee of five thousand euro non refundable (€ 5,000) per person , to include on the Main Beneficiary certificate (subject to a successful due diligence check) :
The spouse of a previously approved dependant child of the Main Applicant and/or the spouse
The child, born or adopted after the approval date, of a previously approved dependant child of the Main Applicant and/or the spouse, or of the previously approved dependant child’s spouse.
